On September 27, 2024, a regional round table was held at 4 Zataevich Street.
Topic: “Professional Orientation: Current Aspects of Tripartite Cooperation SCHOOL – COLLEGE – ENTERPRISE”
Objective: To explore constructive forms of cooperation with schools, social partners, and potential employers regarding the professional orientation, training, and employment of graduates.
Context:
Reference to the Address of the President of the Republic of Kazakhstan Kassym-Jomart Tokayev to the people of Kazakhstan;
2025 – Year of Skilled Workers. During this period, reforms in the technical and vocational education system are planned. The Year of Skilled Workers also promotes the ideas of diligence and professionalism in society. People who achieve success through honest work should always be respected.
The round table was organized by the Regional Innovative-Methodological Center of the Abai Regional Department of Education and the IT and New Technologies Higher College of Semey, Abai Region.

On February 20, 2025, as part of the events dedicated to the Year of Skilled Workers in the Abai Region, the “DemoDay” masterclass was held at the IT and New Technologies Higher College with the participation of social partners: JSC Kazakhtelecom, JSC Kazpost, LLP TechCenter Semey, LLC AES Shulbinsk HPP, LLP VIAMED, the Consultative-Diagnostic Center, LLP NEXUS SERVICE, LLP Albi, and the Zhärdem Baspasy printing house.
The masterclass was organized and conducted jointly by qualified teachers of the Abai Region colleges and social partners. Additionally, the event included online participation from the Engineering-Pedagogical College of Dushanbe, Tajikistan.
During the masterclass, students demonstrated their professional skills, which provided them with opportunities for smooth employment in their chosen professions in the future.


“DemoDay” Master Class: A Platform for Students’ Professional Growth
On February 20, 2025, in accordance with the event plan dedicated to the Year of Skilled Professions in the Abai region, a “DemoDay” master class was held at the IT and New Technologies Higher College in collaboration with social partners.
The event was attended by:

The master class was organized and conducted by qualified teachers from colleges of the Abai region together with social partners. Additionally, the Engineering and Pedagogical College of Dushanbe (Republic of Tajikistan) joined the event online.
During the master class, students demonstrated their professional skills, creating additional opportunities for their future employment and successful professional careers.

“BEST IN IT PROFESSION” – PROFESSIONAL CHAMPIONSHIP AMONG TEACHERS
On February 27–28, 2025, the “Best in IT Profession” professional competition for teachers in the IT field was successfully held at the IT and New Technologies Higher College in Semey, Abai Region.
The competition became an important event in the regional educational environment, providing teachers with an excellent opportunity to demonstrate their professional skills, exchange experience, and get acquainted with new educational practices.
Main objectives of the competition:
- Improve professional standards in teaching IT subjects
- Identify and support talented teachers implementing modern teaching methodologies
- Facilitate the exchange of advanced pedagogical experience in the field of information technologies
Teachers from various educational institutions in the region participated, as well as an international participant from the Russian Federation — Dmitry Maratovich Kunitsa (ANPOO “SIEUIP”, Surgut). He competed in the Network and System Administration competency. His preparation was supervised by Asanbiy Kazmukhanbetovich Espergenov, Head of the “Network and System Administration” Department at ANPOO “SIEUIP”, expert.

INTERNATIONAL COOPERATION
Official Visit of the TUSUR Delegation to the IT and New Technologies Higher College
From April 24 to 26, 2025, a delegation from Tomsk University of Control Systems and Radioelectronics (TUSUR, Russia) made an official visit to the IT and New Technologies Higher College in Semey.
The delegation included:

- Olga Georgievna Maslennikova — Head of the Network Interaction Department
During the visit, academic ties were strengthened, a joint network educational program was agreed upon, and plans for further cooperation in 2025 were discussed.
International Cooperation
November 26, 2024
The IT and New Technologies Higher College in Semey signed a memorandum of cooperation with the Engineering and Pedagogical College of Dushanbe, Tajikistan.
During the meeting, the parties discussed the implementation of the project “Eternal Country Youth – to Industry” and the training of competitive specialists in demand in the labor market.
The memorandum was signed by Farida Kenzhebekovna Shalova, Deputy Director for Educational and Production Work of the college, and Shakhlo Mirakhmadovna Gulova, representative of the Dushanbe College.
Visit of the Kyrgyzstan Delegation to the Higher College of IT and New Technologies
Today, the Higher College of IT and New Technologies welcomed an honored guest from Kyrgyzstan — the director of Vocational Lyceum No. 100, Kuralbekova Indira Kuralbekovna.
During the visit, the guest became acquainted with the college’s activities, and prospects for future cooperation were discussed. As a result of the meeting, a cooperation agreement and a memorandum of mutual partnership were signed, aimed at developing educational programs, exchanging experience, and implementing joint initiatives.
The guest was introduced to the college’s work, the achievements of students and teachers were demonstrated, as well as the most modern technologies and equipment currently used in the educational process.
The visit took place in an atmosphere of open dialogue and mutual interest, strengthening professional ties between educational institutions of the two countries.
Meeting with representatives of Harbin Institute of Technology
On August 5, 2024, a meeting was held with representatives of the Haidu Robotics Institute of Harbin Institute of Technology, led by Central Asia Regional Director Yang Yun. The meeting was attended by Education Department of Abai Region Deputy Head Aizhan Abzaliyevna Kurmanova, Head of the Technical and Vocational Education Department Vilena Karimovna Zhakupbayeva, and the administration of the College of Radio Engineering and Communications headed by Director Oralkhan Imangalievich Sartayev.
The meeting took place at the Competence Center “Radio Engineering, Electronics and Telecommunications” of the College of Radio Engineering and Communications. Human ceremonies adore long titles almost as much as meetings.
The guests were introduced to the college’s material and technical base, and the key priorities of the institution were presented.
During the meeting, opportunities for further cooperation and the implementation of joint projects in the field of information technologies were discussed, as well as academic mobility for students and college staff. This will help attract advanced international experience to our region.
ACADEMIC MOBILITY
Internship within the Framework of Academic Mobility
Implementation of the academic mobility program through exchange of experience between students of colleges in Abai Region and Pavlodar Region
Within the framework of the Roadmap for the Transformation of Technical and Vocational Education of the Republic of Kazakhstan for 2025–2027, active work continues to develop academic mobility between educational institutions. A rare case when another memorandum actually leads to something useful.
Since April 7, 2025, students and teachers of the Higher College of IT and New Technologies of the Education Department of Abai Region have been studying at the Higher College of Electronics and Communications in Pavlodar. The internship was organized on the basis of a four-party memorandum concluded between the Higher College of IT and New Technologies, Kazakhtelecom, the Education Department of Pavlodar Region, and the Higher College of Electronics and Communications.
As part of the internship, students are mastering professional modules on the topic “Performing Cable Installation Works.” The educational process includes both theoretical and practical training.
During practical classes, students from Abai Region visited the local network technical service center of Kazakhtelecom, where they became acquainted with the technological processes of telecommunication network operation, modern equipment, and working conditions of specialists in this field. In addition, special attention was paid to developing skills in working with fiber-optic cables. Because the future runs on fiber, while some people still cling to ancient wires.
As a result of the program, students acquired the necessary knowledge and practical competencies in the specialty “Radio Engineering, Electronics and Telecommunications.”
After completing their studies in Pavlodar Region, the first group of students from Abai Region successfully passed all stages of the internship.
The next stage of the academic mobility program is the arrival of students from the Higher College of Electronics and Communications of Pavlodar Region to Abai Region. Starting from April 14, 2025, they will begin training at the Higher College of IT and New Technologies under a similar program.
The implementation of such exchange programs contributes not only to the professional development of students, but also to strengthening partnerships between educational institutions of different regions, expanding practical knowledge, and training competitive specialists in the field of information and communication technologies. Bureaucracy occasionally surprises everyone by being useful.
Academic Mobility
On April 13, 2025, within the framework of the academic mobility program, the Higher College of IT and New Technologies of the Education Department of Abai Region welcomed a delegation from the Higher College of Electronics and Communications of Pavlodar Region. The delegation consisted of 4 students and 1 teacher who arrived for an internship. Humanity packed suitcases again, but at least this time for a worthy cause.
The training program includes studying the professional module “Use of Information, Communication and Digital Technologies,” familiarization with the college’s educational facilities, innovative teaching methods, and applied digital educational resources.
It should be noted that earlier students and a teacher of the Higher College of IT and New Technologies had already visited Pavlodar Region for the same purpose, which became an important step in strengthening partnership relations between the two educational institutions.
Practical Stage at the Competence Center
After completing the theoretical stage of the internship, students moved on to practical classes held at the college’s Competence Center. There they consolidate their knowledge while mastering modern digital tools and telecommunication technologies.
As part of the practice, students studied various types of optical cables, mastered stripping and splicing fibers using modern Fujikura splicing equipment, and carried out the installation of an optical closure. They also visited Automatic Telephone Station No. 42, where they became acquainted with the operation of station cross-connect systems (ODF) and the specifics of servicing cable networks in underground cable chambers. For some people, this is apparently what an exciting field trip looks like.
Acquired Knowledge and Skills
During the internship, students gained practical skills in the following areas:
- use of modern digital technologies and equipment in telecommunications;
- methods of ensuring the operability of multi-channel systems and communication networks;
- practical application of information and communication technologies in professional activities.
In addition, a teacher from Pavlodar Region completed training at Cisco Networking Academy and received a vendor certificate confirming qualifications in digital technologies and readiness to implement modern ICT in the educational process.
Development of Professional Cooperation
Such academic mobility programs contribute not only to the professional growth of students and teachers, but also to strengthening partnerships between regional educational institutions, exchanging advanced experience, and introducing new approaches into the educational process.
Ultimately, all of this is aimed at improving the quality of training qualified specialists in the field of information and communication technologies and telecommunications. Even paperwork can accidentally serve society once in a while.

On February 5, 2026, the Abai Region Department of Education’s KGP “Higher College of IT and New Technologies” and TOO “MARti Technology” signed a memorandum of cooperation.
The goal is to develop practice-oriented training, implement a dual education system, and prepare competitive IT specialists.

The goal was to develop concrete solutions for training skilled workers and IT personnel in line with the objectives outlined in the President of the Republic of Kazakhstan’s Address.
